On February 17, 2009 President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA).  Part of that Bill is the Health Information Technology for Economic and Clinical Health (HITECH) Act appropriating $19.5 billion dollars to automate medical providers with electronic health records through Medicare or Medicaid.
