EHR GOVERNMENT INCENTIVES
On February 17, 2009 President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). Part of that Bill is the Health Information Technology for Economic and Clinical Health (HITECH) Act appropriating $19.5 billion dollars to automate medical providers with electronic health records (EHR) through Medicare or Medicaid. Starting in 2011, qualified physicians and hospitals may be eligible to receive incentive funds for demonstrating meaningful use of a certified EHR solution. While meaningful use will continue to evolve with more requirements being added each year, Benchmark Clinical functionality covers all 25 current meaningful use requirements, including:
- ONC-ATCB Certified 2011/2012 EHR
- Computerized Physician Order Entry (CPOE)
- Clinical Quality Measures Reporting
- eRX Scripting
- Maintain problem lists on 80% of active patients
- Interoperability with other EHR’s, hospitals and labs
- Patient Portal/Electronic Communication with patients
Incentive funds will be made available to eligible professionals (EPs) through Medicaid or Medicare. EPs may choose only one incentive program in which to participate. To qualify for the first year of incentive funds, only three months of meaningful use is required. For all remaining years of the incentive program meaningful use must be demonstrated for the entire year.
